A business idea, an operating company and a qualifying innovative project are different starting points. Decide what you will build in Dubai and what evidence exists before selecting the residence route.

Define the project and operating plan

Explain the product or service, ownership, stage of development and expected customers. Separate what is already trading from forecasts and planned investment. This helps identify both the commercial licence and any relevant residence category.

Mainland and free-zone establishment are different commercial processes. Choose according to actual activity and operational requirements, not a residence package name.

Understand the Dubai Golden entrepreneur process

GDRFA’s entrepreneur service concerns qualifying innovative projects and describes a ten-year permit with Dubai Future Foundation nomination and specified project evidence. Its listed project/revenue pathways need assessment against the applicant’s actual record; a generic business plan is not enough.

ICP’s broader entrepreneur summary instead describes five years and different project evidence. Confirm the applicable Dubai pathway rather than mixing the two checklists or promising one duration.

Consider an ordinary company or investor route where appropriate

A company founder may need a different investor or partner route. Dubai’s Green investor residence service requires the relevant company and investment documentation and authority approval. Being a founder does not automatically qualify someone for Golden residence.

Ask which authority will receive each application, who will obtain the documents and which steps require your own attendance. Resolve these points before purchasing a bundled setup service.

Prepare a realistic evidence and delivery plan

Prepare company documents if incorporated, project and financial records, ownership information and any nomination or incubator correspondence. Label forecasts clearly and explain gaps or material changes.

Plan renewal and business changes from the outset. A failed or changed project must be assessed against the residence conditions; continued effort alone should not be assumed to preserve permission. Keep professional fees, licence costs and residence costs separate.

Does an innovative idea automatically qualify?

No. The specific project, evidence and applicable nomination or approval requirements must be assessed.

Should I form a company before asking?

An initial discussion can help identify the right sequence. Tell us what is already committed and avoid treating incorporation as a guaranteed visa step.
